Visiting Fellow, Fulbright Scholar

Luisa Parraguez a Fulbright-Garcia Robles Senior Research Scholar in Washington D.C. (2017-2018). Her research focuses on International Global Security and is currently working on Cybersecurity in the Americas. She is an alumni of the William J. Perry Center for Hemispheric Defense Studies at the National Defense University and a fellow at the Woodrow Wilson Center in 2017. She was a Research Scholar at Yale University (2013-2014) where she also taught Political Science (2012). Perfectly trilingual in English, Spanish and French, she received her Political Science degree at McGill University in Canada and her MA/PhD at the National Autonomous University in Mexico. She was Associate Dean of the School of Humanities and Social Sciences and Head of the International Studies Department at Tec de Monterrey in Mexico City where she currently teaches. She was a member of the Mexican National Research System and is a member of the Mexican Commission of International Affairs (COMEXI).

Her most recent publications are: Cybersecurity in Mexico (Woodrow Wilson Center, 2017), Think Tanks in the United States (Porrua Mexico, 2016) and Habeas Data and Cybersecurity (OASIS Colombia, 2016).
