Brigadier General (ret.) Juan Carlos Gómez Ramírez

Juan Carlos Gomez Ramirez is a retired Colombian Air Force Brigadier General (1984-2017) with 33 years of military service. He is an aviator/navigator with more than 3000 flight hours in various types of aircraft: combat, intelligence and transport. He is an Attorney, specializing in Administrative Law. He holds a Master’s degree in National Security and Defense from the Escuela Superior de Guerra [Higher War College] in Colombia (2014). He also earned a Master’s degree in International Security and Civil-Military Relations from the Naval Postgraduate School in the United States (2000). Mr. Gomez Ramirez worked for sixteen years as a Human Rights and International Humanitarian Law advisor for the [Colombian] Ministry of Defense and the Armed Forces. He was Director of Human Rights and International Humanitarian Law at the Ministry of Defense for five years, culminating in April 2009. From April 2009 to June 2011, he was a visiting professor at the Center for Hemispheric Defense Studies at the National Defense University in Washington, DC. From June 2011 to April 2012, he was Director of the Air Force Postgraduate School. Then from April 2012 to December 2014, he again was Director of the Office of Human Rights and International Humanitarian Law at the Ministry of Defense. In December 2014, he was promoted to the rank of Brigadier General and named Chief of Legal Affairs, Human Rights and International Humanitarian Law at the Air Force Command, where he worked until February 2017, and in May of that same year, he joined the International Red Cross Committee and began serving in the Middle East as a delegate for Armed Forces and Armed Groups in the Arabian Peninsula, covering seven countries (Saudi Arabia, Kuwait, Qatar, Bahrain, United Arab Emirates, Oman and Yemen (May 2017- April 2018).

During the two years he worked in the Arabian Peninsula, among the missions he carried out was the First Meeting of Experts in International Humanitarian Law, with 30 participants from the Armed Forces of 10 countries in the region, in which the Principle of Proportionality was discussed (April 2018). In October 2018, he was the Organizer and Director of the First SWIRMO (Senior Workshop on International Rules governing Military Operations) in the Middle East, with the participation of 130 officials from 83 countries, and for the first time with classes given in Arabic.
